broker bug?

The market broker, under pressure from the galactic council, will not complete the trade, since you have amassed so many units that the galactic council considers you a threat to all galactic life! The maximum the council allows before stopping direct giving or trading of units is 50,000,000
i got this when i tried to see what the maximum amount of naq you can send in a broker is....i only have 14mil army size so curious as to why i got this message
