why do some ppl have questionmarks in place of there money/army etc and how do i get them?

they have a higher spy lvl than you.
it's a very common thing for the higher ups to have all ???? to any newbies.
simply cause they have had the time to build up their spy lvl's.
in time newbs may ask the same thign of you.

but i hav a higher spy leveal than my comander but he has ??? and i dont:(

maybe he has more spies than you by alot...
it's determined by covert action. relative to eachother...
spy lvl's are just the biggest part of covert action i didn't think you'd have a higher one than people around you...
unless you'er not logged in... cause then everyone has ????'s

the first step is make an account here instead of guest second give someone your username and we can spy on you and see if you should be able to see but mostlikely you have less spys

I can saw the army size under top 10 players but my covert rank fall and some ???? appear...
So spies/covert lvl are both in.
