limit attack levels

I think it would be fairer if ppl couldn't attack below a certain
% in the same way they can't raid below.
This would give the smaller guys a chance to grow, and really test the higher ranked ppl.

Could easily be exploited as the bigger guys can easily drop rank if they need too.

yes, but will it worth to sell attack, defence or untrain spyes to farm for lets say 2-3bil naq, when you loose 20% from the weap cost? (sincerely i don`t think so)
But the suggestion is never going to happen. There was necesity to be implemented for raiding (better armies can`t recruit in theyr armies, lets say peasants), but for this i don`t see any explanation.

That wasn't what I was thinking - I was thinking that they could drop rank to avoid being attacked, whilst still maintaining their defense and income.
But yeah - you're right - not going to happen.

If that happened then there'd be no incentive to get rank....can't raid, nor farm....so what can you do?
