i think he is talking about this
( An indirect mind control device and technique to better control the actions of Mercs, allowing more Mercs as a percent of your troops. Becomes costlier as your untrained military production increases, since that also means more Mercs to command.)
it just means that this tech allows you to control/buy more mercs per unit amount
