Changing races and potential losses

1.If I sell my weapons but keep the naquadah out in the open temporarily while changing races, will it still be penalized?
2. Does a race change cancel a PPT?

Only if you don't get attacked and you will lose some naq in the transactions.

Obviously, but the plan is to be on PPT when I switch, hence the relavance of my second question...
how sure can you be that there are no penalties to naq onhand durning a switch?

Because the rules on changeing races has nothing about penalteis to naq.
