Market Full SS

anyone know the lowdown on that offer that was in the market a while back for full SS for an account for 74bil?
i looked now and it says PPT, but im sure it was Full SS a while ago. was going to buy SS for one of my chump officers so he can broker trades with me but am i going to have to get him into G'R points now?
any info on it would be cool
