The mysterious officer fairy has put his magical pixie dust that creates officers on the realm of thundering, one day he has three, the next 8, and if you look at the 5 officers in the middle, all around the same ballpark.
Sus... if i have ever seen it.
Good way to increase your troop production if he can get away with it.
