A crazy...but possibly brilliant idea for a new attack type

First I would like to state my reason for this idea...
Many in the high ranks...and low ranks...have complained that the game has become unbalanced...that it is too challenging to ascend in ranks and once you are well ranked...that it is boring...no one to challenge you...yada yada...
This is my attempt to create an idea to rectify the issue...it is not an alliance upgrade...and I would hate to see it used as such...
Unified Strike
For a cost of 4.000 turns any player may initiate a unified strike against a player of higher rank. This is a strike in which multiple players combine thier Strike, anti-covert, and mothership actions against the realm of a single defender.
How it actually works
Player A (for the sake of argument a rank 1000 player) goes to the stats page of Player B (for the sake of argument a rank 100 player) and presses the button labeled "Initiate Unified Strike".
The attack does not happen immediately...rather a message is now sent to all players in the game stating simply "A Unified Strike has been intiated against [player b]"
If the player who recieves the message is ranked Lower than the player being targeted...they have a button they may press tiltled "Join the Battle!", if they are ranked higher than the targeted player they cannot press the button.
By pressing the button the player pledges his/her realm to the offense in the coming battle. They must spend 1000 turns to join the battle. If they do not have enough turns they may not press the button.
After ten hours have passed...the battle happens, all players who have "joined the battle" simultaneously, automatically, attack the targeted player with their combined strength. The number of turns spent to start/join the battle is the number of turns that the attack lasts for...(so if there 11 ppl who participate the battle plus the initiator that is 11000 plus 4000 turns...a 15000 turn attack)
First the defense is targeted, if it is ovecome and there is attack power left over then the offensive troops of the realm being attacked are targeted, if they are overcome and there is attack power left over the spy/anticovert forces are targeted, finally if there is any attack power left over from the battle...it is used to hunt and kill enemy Miners/lifers/UU...
When the battle is over both sides may not engage in hostile acts...nor may they be engaged in hostile acts...for 2 hours...Everyone involved in the battle (Offense and defense) get a battle log, with a link that goes to a battlefield page with the names of all the players who particpated in the offense of the battle.
How damage is dealt to the offense
damage done by the targeted player's realm is divided up amongst the offensive side according to the percent of the total strength they provided...so if the total strength of the offense is 100 bil and your account provides 20 bil of that...you would take 20 percent of the damage...
Costs/Limitations
It costs 4000 turns to initiate a battle.
It costs 1000 turns to join the battle.
You may not initiate a Unified Strike against a player of lower rank than yourself.
you may not join a Unified Strike against a player lower in rank than yourself.
If you are on the opposing side...you may not engage in hostile actions during the ten hour preperation phase. That means no attacking, spying, planet stealing, declarations of war...etc...
If you are the defender, you may operate as normal during the ten hour preparation phase.
Misc. Points of Importance
Though the defending player gets the message about the attack, it does not state who is attacking. Furthermore, they have ten hours to act upon it. This provides an opportunity to mount defensive measures. Even, if they're lucky, the opportunity to figure out who is attacking and mount a preemptive strike.
The two hour phase after the attack is because both the defending and attacking realms are on such a high alert that any attack into them would be foiled before it began...and they are so stressed from the battle that any hostile actions by the involved realms during the two hours would be met with severe resistance from their realm's forces.
I also believe there should be one more limitation...you may not have someone within ten percent of your rank below you intiate such an attack against you...meaning...if you are rank 1000, players ranked 1101 and below could initiate the battle...but any higher and they can't...this spread gets higher the lower your rank is and lower the higher your rank is...
i.e. rank 30,000 player can only be attacked by rank 33001 and lower...but the rank 1 player can be attacked by rank 3 and lower...
This I believe could go a long way towards rebalancing the game...as it would allow weaker players to team up and combine their offensive potentials against powerful, higher ranked players...
Furthermore, this is not like an alliance/commander/race unified strike in chaos...for two reasons...Firstly...it is entirely optional to join in the strike, making it an individual, strategic decision...Secondly, you cannot use this attack to destroy weaker(more or less) players, as you can only attack up in rank...generally...what I believe we will find...is that Unified Strikes against low ranked players will not have a great turnout...as there is no glory in crushing a weakling...but against powerful...high ranked players...there iwll be grand armies that will assemble to test their strength...
So in summation...this brings a challenge to the high ranked players by creating an opponent who can, potentially, threaten their power...and by allowing high ranked players to be destroyed in this fashion...it clears the upper ranks for new players to rise to power...
Superpower alliances will have something that can stop them...the combined forces of SGW.... yes that was aimed at the COP and the CIA...whom I feel are destined to a permanent stalemate and eventual Non-agression pact...
