THis should be in the FAQ section but I shall answer it anyway.
If someone has higher covert than you, you wont be able to see there army size or Naq. You can increase Covert by training more Spys and getting a higher spy level, Anti Covert doesnt help you 'hide' the Naq.

also there is a bank which will hold 1 and 1/2 days supply of naq

actually, on the game rules section...
Seeing Naquadah and Army Size on Ranking/Attack Screens: Your Covert Action must be a fifth and a third of theirs, respectively.
thats copied and pasted from the calculations section of the game rules, unless that faq is outdated

covert doesnt allow ppl to see you have it and people dont normally attack when they dont kno what they r up against or gonna get out of it.
defence protects it by reducing the amount of ppl who can attack you for your naq
bank basically "hides" naq by removing it from the naq that can be taken
