UP planets not adding to total UP?

I did a quick scan but didn't see anything - if I missed an already existing thread I apologize.
Basically me, and my officers' UP planets aren't giving the bonuses.
Anyone else having the same problem?

Mine are giving the correct bonus.

Some turns yes, others no. I've noticed this on several occasions as well.
What's interesting is that it's not equal with everyone. One officer didn't give full up, the other, however did. Would be cool if it would be looked in

Update:
This has been fixed for me and my officer now. Other people may still be having problems with it, but we are not.
