I just found out that even if two users have shared an IP, they can still send each other 1 of any rescource. 2 gets blocked, you can just send 1. but still, if you clicked it 1000 times, thats 1000 turns sent that shouldn't have been.

i think its been around a while, and i think this was stated here before, unfortunately i dont have a link handy. but yea, should be fixed
