Very Odd

A while ago as i was farming for naq i come accross a player that had ONLY 2 units in his account. Now i found that really odd, when i viewed my spy log to see how it was i went back to the ranks and seen that he had 33bill naq OPEN IN HAND 
so i did the obvious and farmed it.
Since then i have watched this account and the ONLY thing i see growing in this account is his army, his naq ALWAYS stays the same, and what i find even weirder is that it sits at -28 naq. It never changes and he seems to be an inactive account.
Is this a glitch or has this guy found some bug.
The guys name is mic, here is the ID: 6216
