Does buying the next covert level, double your covert?

Does buying the next covert level, double your covert? Say if i've got 300,000 spy's and Level 23 covert which equals 20,000,000,000 covert. And i buy the next Covert Level, will my covert total become 40,000,000,000?
If it does double, can you buy the next covert level then half your spy count and still have the same amount of covert as you had before?

no it dosent, dont remember how much it gives but its not double.

it doubles every 2 spy levels

Basically it increases by the square root of 2
square root(2) = 1.41421356
=]
