War attack limit

Alright simply... to attack a person more than 3/5 times in a day you need to declare war with them.. this is generally concerned with the nox abuse that is going on at the moment.

Kinda silly, I would hate to declare war with every random person I'd go to raid.

Hmm.... mabye, but if your raiding them, if they have a defence your effectively massing them, surely that is an act of war?... getting rid of the nox allows them to hit back... Any suggestions to avoid this? mabye an auto declare war once you have attacked a person more than 3/5 times in 24 hours and a message sent to your inbox to alert you to this fact?... similar thing though

Even if they're not defended, it's an act of war. You don't whack a person in the face and say, oh but it was meant to be friendly. There's too many upsides to raid, it needs some sort of downside.

how can you go raiding without declaring war on them?
you steal much less units if you dont declare war
