Essently, add an option to (once you use all your covert turns) keep sabbing thru use of ATs.
have a recon cost 15AT, and a sab 25.
Have it bring your covert turns into a negative ammount, once you reach negative 50 covert capacity recon costs 25 ATs and a sab costs 50.
