No attack turns...

For the past two days, I have not received any attack turns. I had been stuck at 3999. I attacked someone with 1, and now I am stuck at 3998.
Any ideas or anyone else with this problem?

4,000 is the maximum turns you can generate. When you get to this point you will not generate anymore at each turn, but you can trade with people for more turns up to 10k.
The reason you are stuck at 3,998 and not 4,000 is because you generate 3 turns per turn and that would put you over the limit.
