how do you get your spy lvl's and spies? there are many ways, im wondering what is most effective...i basically sell some of my uu and put money into u.p and spy lvl's, thus, getting more spy lvl's and spies...

Selling uu and putting it into UP is only mildly cost effective with a low UP - at 40K per day + it becomes way too expensive to do that.
And spy lvls - I normally just save up until my bank is full, broker that to a friend, then save up until my bank is full again, ask for the naq back, and buy my sp lvl.
