I'm trying to buy of the ingame black market. But I keep getting the following:

The market, under pressure from the galactic council, will not complete the trade by providing you any more units, since it has amassed so many that the galactic council considers you a threat to all galactic life! The maximum the council allows before stopping direct giving or trading of units is 50,000,000

I'm not trying to buy uu. I wanted turns. Can someone please advise?
