Alliance tribute

The basic premise behind this idea is that when an alliance loses, they are forced to pay a certain amount to an alliance. There is currently no system for this, and there probably should be. When one alliance defeats another (Perhaps through a button that can be clicked by either alliance which surrenders their alliance), they are able to demand a certain amount of tribute. This would have to be negotiable of course, because it would be unreasonable to demand something which they would never be able to pay off.
The amount would be one which takes into account the amount of people that are in the winning alliance at the moment of victory, and the total amount of people in the losing alliance when the war began. The amount would be fixed at a base rate per person, then multiplied by the amount of people as stated above. The amount would have to be paid by a 25% upfront (Gained by selling any weapons the losers have, selling their turns on the market automatically (Such as in purgatory) or in any other way available, such as banked naq). The rest of the tribute would then be paid out of a percent of the person's total income before realm alert, etc.
So, if someone had a 300m income per turn (With no officers), and it is an assumed 40% rate of tribute. They would lose 120,000,000 per turn, and would then have any further reductions taken from the remaining naquadah per turn.
The losing alliance would have everyone involved in the war from the BEGINNING to ensure that the majority of people could not jump out of a sinking ship in order to ensure that the bug cannot be abused. Similarly, the people that gain the naquadah would be those in the alliance when the opposing alliance clicked the surrender button, to ensure that people who had left mid way through the war would not gain any naquadah.
The naquadah would of course be divided equally, with the amount per turn being divided up amongst each member and inserted into their back account.
The amount can also be paid up front, assuming the alliance has enough funds to do so. A player could also pay his portion of the tribute in one amount, removing the % from his income.
