Question about Planet bonuses (bug?)

From what ive read each miner generates 80naq a turn and Naq planets will give a bonuse up to 50% of your natural power.
I have 600,268(60,086) miners and these Naq planets:
1. 423,936,000
2. 277,248,000
3. 106,368,000
4. 76,416,000
5. 72,768,000
6. 43,968,000
The stated income per turn from the command center page is:
74,199,820 (w/ no commander atm).
From my calculation my miners contribute 48,021,440 naq/turn and each planet should then provide 24,010,720 naq/turn up to thier max. If that was the case then I should have an income of 192,075,040 naq/turn.
Why the descrphancy. Even if only one planet contributed then my per turn income would be 72,032,160 which is less than the stated income from the command center page. You can figure the UU's into that.. but i doubt 1000 UU would contribute 2mil Naq to the equation.
So what am I missing? Is this a bug that no one is talking about? (doubt it, but possible)
