i don't see any change in my naq income or my unit production with these planets

that is a low amount...could you have missed the change?
I would suggest adding a couple more facilities and see if the total is different for the planet, and if there is a small change in naq.

for income planets it is daily income so if you want to see what it will effect your turn income you need to divide it by 48
so
114,432,000/48=2,384,000 per turn

the change was permanent... so each incremental increase was multiplied by 5...
so what gave say, 200 000 more per increment, now gives 1 000 000 per increment...
