To all System Lords,
All Systems Lords who oppose me and my breathen will face their creators.
I declare war on all who oppose me and will not align themselves with me.
For far to long the insignificant have ran rampant while the greater powers sneaked in the shadows.
My time has now come, I will lurk out of the shadows and jump back to my former glory. All those who oppose the great will fall like those before them!

What about those who align themselves on REK for example or align themselves on Ra as Angnoch said?
Will you declare war on them?
What you do, btw, is clearly what tokra and tauri want Goa'ulds to do, if you don't like the tokra, you'll see the enemy is not the visible one but the one behind him, hidden in shadows, also known as tokra.

One may be allied with my allies, but not my enemies, how the one must still show his or her allegiance to me as well.
All enemies of the Great Goa'uld System Lords will fall, Tok'ra, Tauri, or even the Goa'uld that wish to oppose me, they all shall parish and meet their makers.

The ones who are the most likely to mock you here and laugh at your speech are tok'ra, no matter how strong a System Lord is, even if he's TEH ONE, tok'ra will laugh at them, mock them and say they are false gods, simply snakes that took control of a host.
Plus they are actually recruiting, which could means they try something on minor SL but also major SL...they fear nothing, like kamikazes (well actually they are close to them considering they try to face the Gods hehe 
)

I would support a war of terrorizing the Tauri and Tollan
*not to say I dont support you now*
I just haven't seen any reason to harm a fellow System Lord until all those pitiful lower races are eliminated
