Alliance suggestion

I posted this back in April during the CoP/CIA war in the GC in response to ETL's post I think its more relevant in here now.
1. To stop people from 1 alliance from just massing another alliance with out declaring alliance war admin should code the fact that if a certain percentage, say 50%, of an alliance attacks another one in the space of 3 days then alliance war is automatically declared.
ie if 50% of Omega's members attack the Legion within 3 days then alliance war is automatically declared.
2. Alliance wars if declared last a set period of 5, 10, 15 days as high empty suggested. If alliance war is auto declared it lasts for 5 days. In both cases once the period of 5-15 days is over the loser has the option of extending the war and has 24 hours notice prior to the ending to decide if they wish to continue the war.
3. Anything goes during the period of the war except the touching of miners/lifers. If people want to sit through the war with no defences then that is their choice.
4. Calculating the loser, the damage meter needs to be overhauled with something similar to amount of troops lost calculated in the amount of naq they cost to train. To calculate the amount of UU farmed using the in game market at the time of the war ending and amount of naq stolen. with the loser being the alliance that has lost the most amount of total naq. You could also have this divided by the number of players in the respective alliances at the start of the war.
Also add the amount of troops killed and other similar stats for information sake.
5. people that don't bother to login, bank, or fight (ie dead accounts/in actives) and those on Vac during the war will automatically be dropped from their alliance if the loser decides to continue the fight. This does not include those that were on PPT.
6. People outside the war are automatically declared neutral and may not attack those people in the alliance war unless attacked by members of the 2 warring alliances (they have a right to fight back). Peace/Neutral/War statuses revert back to the way they were prior to the war when the war ends.
7. People in the alliance war must first declare war before attacking any one outside of the 2 warring alliances.
8. Once the war is finished there is a period of 2 weeks before any member from either side can attack each other or alliance war is declared.
