Ok,

Well i just bought 2 up planets,

one 7.6k and one 5.2k
=
my raw UP + these two planets + my officer on 30% income.

my total up is (22,971 total)

now if i add everything up it totals to around 25k, not 22k.

I am not sure if this is a bug or something i have done myself.

Dont want to look a fool

Note: each UP/def/att/cov planet can match 50% 'natural' power, to a max of the numbers below.
