Ascended attack?

Ok, so I'm newly ascended, does this mean I can only attack other ascended beings? I attacked an Asgard, no got no Naq. from the battle? I turned around and attacked a Tauri and got Naq? What gives?
Edit.... seems to be working fine now. I attacked the same Asgard and got Naq. Weird.
