could someone point me in the right direciton. is it raw or total. I always thought it was raw I would like to find the text thats says either or not just hear say.

Total, I have done the math with my officers, my UP and my planets and found it is their total and not their RAW. So their planets thereby can affect your UP

it is total. i found the thread a while ago, i think it was in the discussion on enhancements or something. I've also done the calculations recently it is defiantly total.

yep, done it too. on many examples. it is definatelly TOTAL
