One question, does your officers UP planets count towards your total UP?

Indirectly yes.
Because the Comander's cut comes from your officers total UP which includes their planets' bonus.

i thought the cut comes from raw up, not total

but then a group of people can create a chain and get an infinite UP cause the UP keeps going up from being their commander, couldnt they?
