For a normal race its 40 per uu (untrained unit), if you are goauld its 50 i think, plus if you have no commander you get a 10% bonus to income making it 44 per uu. Hope that helps a bit.

and if you have a commander...
then its impossible to tell..kinda...
unless...
40 (or 50) * number of uu= X
Income - X = naq you get from commander
?

heh...well it just occured to me when i was thinking it was impossible to tell how much your commander gives you..
