Well, income from planets does add to your Income per turn, so I think it should.

it definatly does since my officer makes 300 mil a turn from me and i only have 3 mil miners so my planets must gve im something

For me it seems like it doesnt. I'm getting well over 1 bil per turn, officer on 30% and im giving him less than 200mil. Should be closer to 400mil if my planets income went too.
