Forum rule clarification

I was wondering about the following:
Many people have quotes in their signatures quoting what other people have posted on these boards here. Is that ok with the forum rules?
I mean in regards of using someone elses name in your signature etc.
Could a moderator please enlighten me?

17. You may not put the name of another player or alliance in one of your own signatures/avatars/names anywhere on this forum, in any form of insulting manner or without the aforementioned player's permission
This rule is a little iffy, and should be reworded. I'll forward this to pookie.

I'd say that if the following criteria are met, it's cool to post a quote with the name of a person in it:
1. The quoted text was posted publicly on these forums and is still visible to the public
2. The quote must be 100% accurate in its textual content
3. The quoted person doesn't request it to be removed respectfully
Basically, it gives someone the option to not have their name in someone else's signature, should they feel they want to keep a low profile, or for any personal reasons. That viewpoint is expressed in the rules, but I can
clarify too.
