Other than the similar names what make this a "true bad cheater"? Please provide more information on what these accounts have done that causes you to accuse them.

friends that use the same name, with one digit different? and that are in a commander-officer group with 2 others that have same type names?

It COULD happen, but it's more likely a multi than the situation you described. Either which way, I think it deserves a looking into by the admin
