Covert level fractions

Currently to buy a covert level you either need a huge deffence or a huge bank (hence a huge amount of miners and hence a huge defence anyway because in order to have a bank large enough to store naq for a covert level you'd need an enormous deffence not to get hit every turn for naq).
I think it would be good if you could buy fractions of covert levels.
Obviously if you allowed people to withdraw the fractions, they'd use it as a bank to hide naq, BUT if you made non-refundable fractions of covert levels (with NO benefit from the new covert level until you'd payed up 100%) then people could get covert levels without huge banks.
Thoughts?

Im not really sure why it was shot down, probably because it may make the game easier and reduce the use of stragies, plans, negotiations and such. However what you could do is trade turns on the market place for naq which you could quickly use on covert levels, or raid for uu and use them on the market instead, or use both. Alternitively you could buy wepons and build up befor selling a bulk of them for naq to use on covert levels.
I know that no one wants to trade a large amount of uu or turns or loose some of the naq spent on wepons. However if you want to advance then you just may have to make those sacrifices.
Anyways what do i know, im just blabing on

That is probably one of the main reasons why the idea was shot down. By sinking in naq into covert levels it would make it easier, and may eiliminate the need to regulate the amount of naq produced a day and how often one would have to spend it. I imagine most people would find SGW too easy after that and may just loose interest and move onto something more difficult. After all, the difficulty of a game is one of the reasons people play them, otherwise people would just loose interest.
