Trading G&R for SS

In this thread:
viewtopic.php?f=13&t=85728Tactical Commander states that you can trade 1K G and R points for full SS.
But how?

when you get 1000 g&r, and you have not already got FSS, an option appears on the market where you can pay 1000 g&r, and get FSS... we believe it is in the drop down box for trades you can make...

Yeah I noticed that after I started this thread. It has something about it in the market part. And I can vaguely remember seeing this in the drop down boxes when I had 1000 G and R points before I ascended.

I thought it was a Button you can click like the 3 turns for a Name Change.
