Opinion on reasons for massing

I raided this a person's alliance member. 80K UU, about 350 mill defense. I decided to raid him for about 250 turns worth.
Later that day, this 'guy' sends me a message and says not to raid his alliance member again, or there would be consequences.
I told him that if he wants me to stop raiding this said person, to put up some defense and use the UU to make it look like he's active, rather then inactive and a easy farm.
I have not heard back from him since, so I am wondering..
Is this a legit reason to be massed over something so little? It seems I find problems like this all the time when I raid.. and I am tired of being threatened over it. -_-

PS: This guy was in the 11-12K range as well, hence the inactive bit (I don't know what is inactive since I recently returned to the game after a long break after a massing for being in The Magnificents).
