Officer Percent to income decrease

I have a question if this happens to others with income planets with people that have officers. I noticed that with have income planets when I changed my officer given from 10 percent to 30 percent, I would only lose around 5 million per turn and my officer would get an increase of 400 million a turn. From an income of around 900 million a turn. Now I thought that i would lose 30 percent of my income but I hardly lose anything. I did a test with my commander who has miners instead of planets and he lost the percent you would assume with switching the percents.
