possible UP bug?

was browsing through the pages and I came across this player:

Name: Lord Vadda
Commander: None
Race: Tauri
Rank: 118
Army Size: 10,001
Treasury: 72,248 Naquadah
Fortifications: Camp
Relation: Neutral

how is this population number so high without any officers and a low UP?

did I miss something somewhere?
