Regarding User unable to join alliance

Commander Marco, an individual who has expressed an interest in joining my alliance, is unable to as a result of this comment:
Another alliance leader has requested this member join his alliance. Try again in 48 hours.
I contacted Commander Marco following this error message, and to his surprise, he realized that he had not recieved an invite from another alliance in over a year.
So in short, if you could deal with this matter it would be much appreciated.
