These guys are not multi's. Delta was the leader of an alliance in another game and got a lot of the guys from that alliance to start playing this game.

The game was Lunarwars and Delta was the king of the now defunk NONE alliance.

RIA was also an alliance from another game they all played but I never played that game so i cant remember what it is.

It usually means, not all the time. Yes this is suspicious however it is possible that the id's being so close together is pure coincidence.
