Jan, 2008 ongoing - more fine tuning
* The Cosmic Exploration, when above 2billion army size, still slows - but not by nearly as much now.
* Rank is now based 50% on planet counts/influence and 50% on other ranks (was 100% planet counts/influence).

Yea, I just noticed that change roll in. My planetary expansion rate changed from 38.41% of full capacity to 61.98%.
But the "Cosmic Development" page still says 38.41%. Maybe it will fix on the next update, or maybe that's just a bug they haven't fixed yet.
Oh ... and my rank dropped significantly. lol!

The % reported in "Cosmic Development" is a bug. It now reports 38.37%, but is really over 60%.
