Thats a great idea but i think the rest period should be 2 weeks.

So you can Polarize for 4 weeks but you have to wait 2 weeks to be able to use it again.

And it should also cut every thing off with that person including messages

Many things can block physical attacks, but radio waves can STILL penetrate. Like radio and Mobile waves. You don't loose sight of the tower, and hey-presto, you loose ALL reception instantly.
