as you upgrade your attack skill and power levels higher and higher does each upgrade give more power? I ask this because i see people with not that much higher levels than me but with double the toc.

Mnec will increase your TOC more than the other two, however it will come to be quite expensive, so you will have to find the best increase per cost ratio.
