So something does need to be fixed

-based on # of enemy members hit; hits per enemy. Remember: each enemy alliance member counts only 200 hits, or attack turns used on them by your alliance, in 24hours. max.

Now this may have been a "hot fix" but no one was told!

But what it means is that if everyone in their allaince isn't off then you can get a bloorwar otherwise it's very difficult

This seems to work the way it should really, unless I am missing something in which case I trust you will tell me..
You can't start a BW on your own vs an alliance (i.e. you can't get to 100% with just you hitting your opponents).

I've gotten to 100% by doing that
it's it's used to let you get to a 100% by having them all hit the same one account.
