Getting Naquadah

Is there an effective way to get Naquadah other then attacking others? I dont usually attack unprovoked in games like this and I dont want to be more aggressive then necessary.

There is not, other than income.. trade could work, but that requires you to either farm or raid.. Aggression (and subsequent politics) is the lifeblood of the game.
You do not need to worry about most people without defence; many of them are inactive and will not mind you attacking them. And if they happen to do, you will learn rapidly how to handle yourself in a fight.

Find somebody with a big income, and join him as officer.

Preferably someone who is inactive, or you asked first though


Other one would be steadily acquiring and building income planets. Wouldn't recommend you go stealing big ones, but little baby ones (like 200bil) probably wouldn't be missed, and would give a huge boost to starting players.

If you don't want to steal them, even from inactives, you can make planets with your market turns
