Who has full Stats? (just a random question)

I think he means balanced stats? Go'auld is probably the most balanced, but they make more naq per turn. Replicators get boosts on spy / anti spy action and cheaper spy / anti spy levels I think, asgard get weak offense and stronger defense, tauri get strong offense but weak defense.
Either way, it's really more up to you how you put your own stats... I've seen a few asgard with relatively high strike (not many but there are a few), replicators with low covert, tauri with high defense. Ascended players are stronger for the most part anyway, and that's what really matters these days.
The real key to this game is getting lots of units, stats will fall into line pretty much if you have the units to back it all up.

Untrain all covert, drop in rank a ton and retrain, then raid.

you find the target first then untrain the covert and drop down rank to raid it
