Mato mentioned that it is covert power(sabber) - covert power (target) - weapons power > 0 but I am not so sure.
I am not really sure what it is, but I know from experience that weapon power is in the equation.
I have had 3 failed sabs on me in the past couple of days from different people so I am guessing that other people do not understand the formula either.

I beleive the success calculator is
Your covert power - (Their covert Power + Weapon Power) > 0
But not entirely sure
