PM not received when direct sending goods

It appears that only direct sending UU results in a PM being created and sent to both the SENDER and RECIPIENT

Direct sending ATs and NAQ I believe used to create PMs, but this is no longer..

Is this planned or a bug?

I don't think you used to get a message when sending ATs (or naq). The one for sent UU was only there as a reminder of the 'deserters', unless I'm mistaken.
