i asked my comander what this was Special Technology None , so he told me to go here, but as you can see, erm its blank even when i updated it after ascending

Are you by any chance a Prior?

... then it has to do with you ascending. Priors have no unique technology; ascended races (from Prophet only) have Ascended Blessing. After your next ascension, you'll have it too
