ok ive got 21 million army size and im wondering what size my officers army size is so i dont get ripped off to much and if its worth actually having officers atm

You get a UP bonus from your officers. So, if you want to benefit as much as possible from having officers, pick those with a good UP - and, I'd say, active, so the naq you give them on each turn goes into UP rather than get farmed by other players. Or, depending on your own income/def and UP, you can choose to keep the naq and use it as you see fit
Other than that, it's up to you who you let join as your officer.
