If you are his/her CO, you can send him/her mercs. A percentage of your income per turn too, which can be useful for a new player with few miners and army size.
You can send resources (naq, turns, UU) - you need full SS (supporter status) for that.
You can get SS through several different methods:
You can help him/her a lot by getting SS for him/her; this way, he'll be able to trade and develop quickly.
Then, of course, you can help him/her most by teaching him/her how to play the game - it can be somewhat difficult for newbies

- pay real $$ for it (or have your parents/favorite brother/uncle/best friend pay for you...)
- have another player pay $$ for it in exchange for in-game resources
- get 1000 G&R (glory and reputation) points, then either ascend (you'll see what it takes when you get there) or trade the points at the in-game Market for SS; you receive G&R points for every turn in which you're ranked in top 2% of active players (ranking around 1200-1300 nowadays)

could he mean real life friend and thus IP sharing...
I would suggest you send the naq to an inactive account and have your friend attack that account
