The Problem: increasing costs and limiting supply of AT is making it more difficult for smaller or even middle players now to grow.

Simple Fact, thousands of inactive accounts sit around doing nothing with AT.
Have an operation that steals these ATs.
Limitations:
Raiding has a rank limitation. This operation would have an army size limitation. I'm going to say 10mil army size. Its small enough that huge players can't steal from middle players and its big enough that small players can still use it effectively to grow.
This would be a COVERT operation.
Costs 25 Covert Capacity
and spy loses are similar to that of sabotage's.
25 covert capacity will help limit multies. Spy loses ensure that people big players will have too mass and AC an opponent to do so effective.
One can not steal more past the 4k AT generating limit.
Advantages
Small players gain access to a large supply of AT's that they can use to grow.
With more people taking from inactives, decreases demand on the market, same time increasing supply, Big players don't have to pay as much for AT's, well they might if small players band together to keep prices up.
Wars MAY become winnable, with prolonged war, stealing other AT's will hinder the enemy forcing them to wait to have to buy more. Something that will likely be done on PPT.
Disadvantages:
Encourages Multies.
Now, having a covert operation that take 25 capacity restricts this greatly. Especially since that person would have to purchase SS to send AT to a main account.
The only problem I see at first would be multie that steals the AT for a week, using MSS, sells AT for a basic free 60bil naq and then the main account farms it. Though, as more new players sell AT for naq, hopefully the amount of naq gain won't make it worth while. We have lots of time to come up with a way to stop this.
Amount of AT stolen:
Diffucult to say, too little and its not much use, too much and encourages mutlties to much. I'm just going to throw out the number 1000 AT as starting point. Chances are, it will change if the update comes out and has been used for awhile.

Just thought I would point out for anyone smart this wouldn't happen they would just leave their AT in the broker so it can't be stolen.

I don't like it either and I'd consider myself one of the "small" players. Three months ago I had less than 2 mil UU.

but assuming you build up 4k AT - even if small.
and aim to steal 1 bil each 15 Turns - which is possible with a small strike.
4000/15 = 266 (roughly)
266* 1 bil = 266 bil.
So even with 4 k AT you have the potential to steal 266 bil naq.
Point here is that not required to help small players - i know i used to be one
stealing AT is just a way to garuntee more multis because there would be more benefit to the risk of multiying - if that makes sence.

Time to generate 4k turns 3 a turn = 192 a day, = about 21 days between farming and waiting. Yeah....266 bil naq every 21 days, thats really going to make a difference in the long run.
Next, they shouldn't farm for 1 bil naq.
AT market for 1k AT= 45 -50 bil.
1k AT = 66 attacks means about 760mil per 15 turn minimum to break even if they buy at 50bil.
Farming for 1 bil would 240mil profit * 66 = 16 bil naq.
I used to be able to make a good profit farming for 1 bil naq. But not now. I can still easily make same profit and do it farming between 10-20 bil total a turn. Finding those farms that can produce the amount of naq 1.5bil + in an effective amount of time, every few turns for me, has become and is still becoming increasingly difficult.
Not impossible, but difficult.
I'm not saying this should go in now, or in a month, or maybe even 2 months. But what when the market prices are 100bil/k. Sure the number of inactive farms might keep up, but wars cause jumps in the price for AT, jumps that the number of inactive farms don't make. Growing harder and harder, slowly, but steadily. Just like it did before the unlimited supply of AT became available on the Market.
People quiting the game will replace the old ones....not. I'd say 90% of any decent account that could replace these either sells off or gives away making them not all that great (if one at all) of a replacement.
Now personally, I always figured 50% profit margin to be effective. Simply because it would allow for balanced growth while not having to obtain a super large quantity of AT. That 50% margin is becoming steadily more difficult to make.
Stealing AT's from Inactive accounts that won't care was my solution.....
You got better, Lets hear it? Like/admit or not, eventually, whether is 3 months or 6months, this will become a serious problem. Personally I'd rather have a good solution ready to put into place, rather than having a fast quick fix of the market.
